Lorraine Essential Oils Complaints - Non-delivery of paid goods

I ordered essential oils from this company for perfume manufacture. I had to pay the order and delivery up front into an e-wallet account as the proprietor would not give me banking details. After several calls to establish whether the payment was received I received an e-mail the following day to state that payment was received and dispatch would take place on the Monday. This transaction occurred on the 18th June. It is now the 31st and I have not yet received the parcel. It should be noted that the oil was ordered on behalf of a blind person who manufactures perfume. It is not for a great amount (R315 plus R140 delivery) but if this company is so don't-care about orders, they should not be permitted to operate.
