Tshwane Municipality Complaints - pre-paid meter

I have paid for pre-paid on 19 April 2018 and contacted City of Tshwane to install. I have been given reference numbers and told to keep on inquiring. I have ask them how long should I wait and said six months. it has passed and i have reminded them more than 4 times and they send emails but no way forward. I have been overcharged with high bills from January to June/July 2018. on May 2018 when I have to take the readings from the meter box found the box locked with padlock and municipality overcharged me and told me that it is their rights to charge me if i did not submit the readings. I have tried to resolve the matter with them but with no vain. My neighbour meter readings was not working and my readings counting even if I did not put anything on electricity.
