D.D.Das Complaints - Will not issue change with out bank account

On Saturday the 25th June 2011 at 11H30 I went into Nedbank Windermere to change a R100 note for R5 coins, the Teller and the Floor Mananger refused to let me have the change due to the fact that I was unable to provide a valid bank aaccount number. I was told that Nedbank has a new policy - no change without a bank account. What is the purpose of the bank and where is the service? I am totally disgruntled and would like answers please.
